Supporting early care and education is not charity, it is an investment in the future of our community. For every dollar invested in children's early care and education, society realizes a $17 return in decreased K－12 education costs, and － when participating children reach adulthood －－ decreased criminal behavior, increased taxes paid by participants, and decreased welfare payments (The High/Scope Perry Preschool Study Through Age 40, New York Times, November 2004).
Of the 160 children enrolled at the Ossining Children's Center, more than 75 per cent receive some tuition assistance. At least half of the working families who use the Center earn less than $35,000 per year. More than half of the preschoolers enrolled at the Center are from Spanish－speaking immigrant families. The Center's preschool ensures that these children will be fully bilingual by the time they enter kindergarten.
